这个不是新规定了吧，一直都是这样的。

直到今天为止的官方网站上都还是这样写着的：

Time lived in Canada

To become Canadian citizens, adults must have lived in Canada for at least three years (1,095 days) in the past four years before applying. Children do not need to meet this requirement.
You may be able to count time you spent in Canada before you became a permanent resident if that time falls within the four-year period.

Keeping your permanent resident status

Your permanent resident status allows you to live in Canada, but there is also a time limit on how long you can live outside the country. To keep your status as a permanent resident, you must live in Canada for at least two years within a five-year period.

申请公民现在大概要一年左右，我是去年3月15号寄出的申请表，今年2月19号唱国歌的。

这一年里面，有没有找你去问话，核实你写的材料？听说还要考试？问你志愿者工作，生活情况？

基本上我的申请寄出去2-3个月左右才收到一个包裹，里面有一本加拿大基本知识的册子（这也是你准备入籍试的参考书了）和一封信说他们收到我的申请了，给了个file number，审批时间大概要15个月左右。

然后剩下的时间就是等他给你通知去考试了。申请要求就只要你是永久居民，在加拿大待满1095天（少一天都不行），18岁以上，没有犯罪记录，能用英语或法语简单交流就可以了。你寄材料去的时候他会要你附上护照复印件，上面显示所有的出入境日期，他也就核实了你有没有待够时间了。

入籍申请比移民申请要简单多了，不会要看你有没有贡献，做没做过志愿者，生活情况这些东西的。你可以参考这个网站：http://www.cic.gc.ca/english/citizenship/become.asp
