很简单，我昨天才给我父母递上了申请。把这份表格填好：
https://www.health.gov.bc.ca/exforms/msp/119fil.pdf
加上你2010年的notice of assessment的复印件，寄到表格最下面的地址就可以了。

不可以，必须是移民或公民身份，在BC连续居住了12个月以上，能提供上一年的退税证明Notice of Assessment才可以申请。
